No One Works Alone: Building a Lone Worker Safety Program That Protects People Before They Leave the Truck

A lone worker program is only effective if it changes what happens before an employee steps into the field.  

When Peoples Gas conducted a comprehensive review of its highest-risk lone worker tasks, the goal was not to create another safety report. The goal was to identify risks, implement practical controls and strengthen decision-making before work begins. The result was a program that led to wearable gas detection enhancements, GIS mapping improvements, updated engineering standards, and new approaches to field risk management.  

In this 90-minute practitioner session, Jammal Davenport shares how the Lone Worker High-Risk Intersection Solution was designed, what the team discovered, and how findings were translated into operational controls that field personnel could actually use. Participants will gain insight into the decisions that shape the program, the challenges encountered during implementation, and the lessons learned after the program was deployed.  

The session also explores the next phase of lone worker safety, including the development of AI-assisted risk flagging tools designed to support utility locate operations and improve hazard recognition before work begins.  

Attendees will receive 1.5 Professional Development Hours (PDH) upon completion.

Jammal Davenport

Supervisor Safety, TECO Peoples Gas


Meet Jammal Davenport, Supervisor of Safety for TECO Peoples Gas, a Florida-based utility company. Jammal shares a unique perspective in the gas industry starting his career over a decade ago as an apprentice learning the importance of maintaining TECO’s pipelines ensuring they are resilient and safe for all stakeholders and customers in the South Florida community. Over Jammal’s career he has matriculated through multiple facets of the company holding key roles along the way. After entering the company as an apprentice and learning the nuanced pieces of pipeline safety. He continued to grow in skills and knowledge, becoming a Utility Technician, Pipeline Locator, Damage Prevention Coordinator, Safety Professional, and now Supervisor Safety.  

One of the most important accomplishments of Jammal’s journey at TECO Peoples Gas has been his academic career. Jammal managed to complete three degrees while he advanced his career at TECO. He earned an Associate’s Degree from Broward College, a Bachelor of Psychology from FIU, and a Master of Science Degree in Organizational Psychology from the University of Hartford in Hartford, Connecticut, graduating with honors. He has now leveraged his field experience coupled with his educational background to change the dynamics of how TECO approaches safety for the organization. Jammal is now responsible for the 14 Operating Centers located throughout the state as well as their Headquarters in Tampa and 1 Satellite location in Ft. Lauderdale. He leads a team of highly skilled Safety Professionals who serve as regional eyes, ears, and heart of safety across the state, spreading the value and importance of safety with all stakeholders and customers. 

There could not be a better, more thought provoking and balanced leader in Jammal who holds this critical role in Supervisor Safety for TECO Peoples Gas!
